Robert Bare, MPA, PhD
Vice President & Co-Founder, NW Coastal Tradewinds
Dr. Robert Bare, MPA, PhD, serves as the Vice President and Co-Founder of Northwest Coastal Tradewinds (NWCT). A seasoned public servant, educator, nonprofit leader, and internationally recognized speaker, Robert brings decades of executive-level experience to the organization. He holds degrees in Public Administration and a PhD in Business, alongside multiple teaching credentials from West Valley College, San Jose State University, the University of California Santa Cruz, and the University of San Francisco.
Robert began his career with the Santa Cruz Police Department before joining the California Highway Patrol (CHP), where he served from 1970 to 1992. His assignments included South Los Angeles (Watts), East Los Angeles, San Francisco/Oakland (twice), and Santa Cruz (twice). He was honored as Peace Officer of the Year (1976) and later nominated as Special Districts General Manager of the Year (1997).
Following his law enforcement career, Robert held numerous leadership roles, including: Adjunct Professor at National University, City Administrator / General Manager for three communities in California and Oregon, Executive Director of a Community Resource Center, Tribal Administrator for a Native American Nation, and Staff Executive and Consultant for an international consulting firm.
A respected grant and technical writer for more than 30 years, Robert has secured funding for homeless shelters, disabled veteran housing, water and wastewater treatment plants, community development projects, and more. In 2022 alone, he secured funding for 22 grants. He continues this work today at NWCT.
In 2020, Robert co-founded Spiritual Awakenings International (SAI), where he serves as Vice President. Under his leadership, SAI has expanded into more than 110 countries, offering multilingual programming—including English and Spanish—and hosting international conferences and virtual events.
Robert is recognized worldwide for sharing his story of two near-death experiences following a massive heart attack in 2009, during which he was clinically deceased. His experiences have been featured on: National Geographic’s Visiting the Beyond, I Survived…Beyond and Back, A New Zealand television series, 100+ podcasts internationally across the globe, YouTube interviews, and speaking events, and Debra Diamond’s book Life After Near Death.
From 2019 to 2020, Robert served as Vice President of the International Association for Near-Death Studies (IANDS). He has also been affiliated with AMOR Ministries International (AMI) since 2011, supporting humanitarian and spiritual initiatives across the U.S. and Argentina.
Robert has been selected for inclusion in both Who’s Who in America and Who’s Who International, and has been profiled by Marquis Who’s Who Top Executives for his achievements in public service and grant writing. He has been nominated twice as Citizen of the Year (in 1976 and 2004), and has long been active in service organizations including Rotary International, Kiwanis International, Lions Club International, the Masonic Lodge and the Elks Lodge (member since 1982).
He has also served on numerous boards and community commissions, including City Planning Commissions, a County Drug-Free Coalition, the Commission on Children and Families, the California Special Districts Board of Directors, and the California Special Districts Workers Compensation Board. He is also a past president of a local Humane Society.
Robert currently lives on the Oregon coast, where he previously served nine years on the Community Planning Commission. He remains dedicated to community engagement, spiritual education, and empowering organizations in need through professional grant development.
Taylor Krueger, MBA, DBA

Dr. Taylor Krueger, MBA, DBA, is the President and Co-Founder of Northwest Coastal Tradewinds (NWCT). A strategic thinker, qualitative researcher, and experienced business leader, she brings a decade of experience across real estate, housing, property management, land development, and home-building—combined with a strong background in startups, market research, and organizational development.
Taylor holds a Doctor of Business Administration from George Fox University, where her dissertation employed a narrative qualitative method to explore women’s leadership in the building and construction industry. Her research used thematic analysis and an appreciative inquiry lens to illuminate the lived experiences and leadership pathways of women in historically male-dominated fields. She also earned her Master of Business Administration and Bachelor of Arts in Communication from Pacific Lutheran University.
Before co-founding NWCT, Taylor worked for the nation’s largest market research firm, where she earned both the Shining Star Award and the Peak Performance Award for excellence. She went on to contribute to multiple startups—spanning insurance, education, and subscription-based digital services—before transitioning to the housing and development sector. Her work in homebuilding and property development includes roles in client management, sales and outreach, regulatory compliance, capital planning, investor relations, and strategic portfolio growth. She later served as an Asset Manager for a regional housing organization, overseeing financial performance, cross-departmental operations, and long-term planning for major community housing projects.
In addition to her leadership at NWCT, Taylor manages accounting and financial reporting for Spiritual Awakenings International, a global nonprofit operating in more than 100 countries. She also owns and operates a separate small business, Aletheia Courses LLC, focused on character building and Stoicism through books and film.
A lifelong learner and writer, Taylor is currently drafting her political memoir, #BUILT, with the goal of traditional publication. She is an avid reader, daily writer, and active volunteer at two Oregon nonprofits. Deeply invested in community development, she regularly participates in local events and collaborative initiatives aimed at improving the culture, infrastructure, and quality of life for coastal Oregonians.
Taylor lives with her family on Devils Lake, where she balances entrepreneurship, scholarship, community engagement, and a passion for helping organizations thrive.
