Proposal Development + Technical & Grant Writing
This is the core service most clients seek.
Grant Proposal Writing: Writing & editing full grant proposals, including: Executive summary or letter of intent (LOI); Statement of need or problem; Project description, goals, objectives, & outcomes; Evaluation plan & data collection methods; Organizational background & capacity section; Budget & budget narrative; Sustainability plan.
Proposal Editing / Rewriting: Revise client-written drafts for clarity, compliance & persuasiveness; Align proposals with funder priorities & scoring criteria.
Proposal Packaging & Submission: Formatting proposals per funder guidelines; Managing online submission portals (Grants.gov, SAM.gov, Foundation portals); Uploading attachments: budget, IRS letters, financials, board lists, letters of support.

Advanced Small Business Development
Oregon has no universal state “business license,” but many activities require state licenses and most cities/counties require a local business license — check the SOS license directory and your city/county.
The exact set of required documents depends on: business entity type, whether you hire employees, and the industry. Use the Oregon SOS, Oregon DOR, BOLI, and Oregon OSHA pages as authoritative checklists.
Must-have core information & ID documents: Articles of Organization / Articles of Incorporation / Certificate of Formation (LLCs, corporations, nonprofits), etc.
Required state registrations & tax documents: Register with Oregon Department of Revenue (business tax & payroll accounts, transit taxes, etc.); Agencies, etc.
If you hire employees - mandatory employer documents & postings: Workers’ Compensation coverage proof; Keep policy documents & claims procedures; Payroll, etc.
Insurance, safety & compliance documents: General liability insurance certificates, professional liability, commercial property, cyber insurance, etc.
Financial, accounting & tax records: Accounting records sufficient to prepare tax returns & substantiate deductions; Tax returns & supporting schedules, etc.
Internal corporate governance documents: Bylaws (corporations) or Operating Agreement (LLCs) - internal rules of the entity & member/shareholder agreements, etc.
Contracts, vendor & client compliance documents: Material contracts (leases, supplier agreements, client contracts, NDAs); Certificates of insurance, etc.

Industry- or activity-specific permits & records (examples): Food service: health department permit, food handler certificates; building permits, CCB, etc.
Required record-keeping + retention guide (highlights): I-9 retention: keep 3 years after hire OR 1 year after termination (whichever is later); Sick leave, etc.
